Summary:

On 27 August 2025, Algeria’s Ministry of Foreign Affairs summoned the French Chargé d’Affaires in Algiers to protest a statement issued by the French Embassy regarding the accreditation of French diplomatic and consular agents in Algeria which the Algerian government contested.

The ministry condemned the French statement as a serious breach of diplomatic norms, violating the 1961 Vienna Convention on Diplomatic Relations. Algeria accused the French mission of misrepresenting facts and attempting to assign sole responsibility to the Algerian Ministry of Foreign Affairs for the non-accreditation of French personnel. 

The Algerian authorities clarified that the refusal to accredit French diplomats was a response to France’s own refusal, over a period exceeding two years, to accredit Algerian consular and diplomatic agents. This situation had left several Algerian consuls and consular staff unable to assume their posts in France, thereby affecting consular services for Algerian nationals residing there. Algeria emphasized that its actions were a strict application of the principle of reciprocity. 

Furthermore, Algeria expressed concern over France’s use of visa policies as a diplomatic tool, citing the suspension of the 2013 visa exemption agreement for diplomatic passport holders and the imposition of stricter visa rules for Algerian diplomats.  

These measures have exacerbated tensions between the two nations, which have been strained due to various issues, including differing positions on the Western Sahara conflict and historical grievances. 

Outlook: 

As Algeria and France navigate their current diplomatic dispute, the situation could further strain bilateral relations if either side escalates with unilateral measures. Algeria’s insistence on reciprocity and criticism of France’s visa and accreditation policies underscores a growing assertiveness in defending its sovereignty and protecting its nationals abroad. Meanwhile, French diplomats have taken an increasingly impatient tone with Algeria. 

If the diplomatic tensions continue, it could further undermine broader cooperation on economic, security, and regional issues, including migration and counterterrorism.  

Conversely, sustained dialogue and negotiation may offer a pathway to stabilize relations, restore mutual consular functioning, and prevent further deterioration in trust, though progress is likely to be incremental given the historical sensitivities and existing grievances between the two countries.
