Summary:

On 16 July 2026, Libya’s Presidential Council reviewed the outcomes of the recent Sirte meeting between Chief of Staff Lt. Gen. Salah al-Namroush and Khaled Haftar, focusing on advancing efforts to unify the country’s fragmented military institutions. 

The meeting, chaired by Presidential Council head Mohamed al-Menfi, also addressed military retirement procedures and wider efforts to overcome the political deadlock through greater institutional coordination and preparation for future elections.  

The Sirte discussions, held with the participation of UNSMIL and members of the 5+5 Joint Military Commission, reaffirmed the commitment of eastern and western military representatives to continue the unification process.

The continued engagement between eastern and western military representatives reflects the importance placed by both eastern and western officials on unifying Libya’s security institutions as a key step toward achieving long-term stability. 

However, reports regarding the use of Libyan logistical routes in support of regional conflicts, including alleged RSF supply networks, highlight the ongoing challenges facing security coordination and state oversight.  

The contrast between political efforts to unify military structures and developments on the ground is likely to keep attention focused on the credibility and implementation of the unification process.
